Airtable

Airtable will easily become the Scribe's best friend! If you are currently using Google Sheets to organize your Chapter's data, Airtable is for you. It allows you to take your existing spreadsheets and turn them into powerful relational databases.

The free version of Airtable allows you to create an unlimited number of Bases (think of these like 'databases') but the number of records you can create in each base is limited to 1,200 (a record is like a 'row' in a spreadsheet). This limitation is hardly an issue, though. You may just need to break up your bases in creative ways.
